Russia promises to scale down operations; Ukraine proposes neutrality
At Tuesday's peace talks, Russia promised to significantly reduce its military activities near Kyiv and Chernihiv in Ukraine. Ukraine proposed a neutral status with international guarantees to protect it from attack, similar to the collective defense clause of NATO (Article 5).
